Referring to the telegram from the Unofficial members of the Executive Council and the Legislative Council 20th March and petition presented by Hong Kong deputation to the Secretary of State for the Colonies. The unsettled condition of China and the neighbouring Provinces together with the unprecedented large and unusually important Public Works Department programme for the next few years makes it most desirable that term of office of the present Governor should be extended and the unofficial members of Executive Council and the Legislative Council unanimously and with respect reaffirm recommendation for such extension in Imperial and local interests.
